ABOUT THIS PROJECT

We prepared the design as a task order under an IDIQ A/E design contract for the 88ABW, Civil Engineering Group at Wright-Patterson AFB. Luckett & Farley was tasked with updating the Human Effectiveness (Human Performance Wing, “HPW”) Master Plan to replace a 2006 pre-BRAC master plan. Updating the plan included documenting space, infrastructure and adjacency requirements of the HPW, and providing concepts for the consolidation of administrative, laboratory, and support functions. HPW functions are currently dispersed in facilities throughout Area B at Wright-Patterson AFB. The facilities vary in degree of physical condition and adequacy to serve the HPW needs. The current conditions create inefficiencies and limit collaboration. Consolidation will facilitate “net-centric” research, improve delivery time, lower costs in developing products, and speed up integration and delivery of training programs.

In general, the plan included developing a quantifiable prioritization methodology for directing these activities based upon each facility’s condition. With multiple facilities located within each operational area, part of the outcome of the plan included factors that would allow the utility to determine whether to invest in repairing/upgrading individual facilities within an operational area or relocating all the facilities into a single master facility (consolidation) within that area.

The initial effort to begin the master plan included verification of the existing conditions, including campus boundaries, contours, existing buildings, paving, parking, roads, walks, and utilities. Additionally, the team identified adjacent properties for future acquisition that will be needed to realize the vision of the master plan and accommodate the projected growth and prosperity of the college.
